No. It means that only the user data of *that* version will be deleted
(together with the whole installation of that version).
Other versions are *not* involved.

Apart from that question - I would install the chinese version
[here so-called 'zh_2.3.1']
as follows
[you may also try something else than <C:\>]

(1) Create 3 folders  [you also may do it during installation]
e.g.  ->

(1.1) C:\Documents and Settings\<username>\inst_zh_231

(1.2) C:\programs\OOo_zh_23

(1.3) C:\Documents and Settings/<username>/Application Data/OOozh23

(2) Unpack zh_2.3.1.exe to (1.1)
then cancel installation

(3) open a console
cd to (1.1)
type: setup /a
<Enter>
[select folder during installation: -> (1.2)]

(4) After installation
open (1.2)
go to program\bootstrap.ini
edit:
UserInstallation=$SYSUSERCONFIG/OOozh23
[see (1.3)]

(5) in (1.2)
select swriter.exe
context menu -> send to desktop (create link)

(6) (double)click desktop icon
[settings -> Tools | Options ...]
