You need to add support for Russian in your OS.
Assuming it is Windows XP - Control Panel - Regional Options - Add Other
Languages - Details - Add -
Input Languages=Russian
Keyboard Layout=Russian.
You will be able to type in Russian, layout switcher should be visible
in system tray.
