Fully compatible, no (but then again, nothing will be fully compatible
with another closed system so long as the internals are kept secret).
But for what you want, you need to give us a little more to go on.

As for Publisher, there isn't a total equivalent in the OpenOffice.org
suite. Some of what you want to accomplish can be handled by Writer.
Another alternative is Scribus (http://www.scribus.net).
