It would appear that you have not yet received a reply to your post with
additional information, so I will try to offer some suggestions.

The problem seems to be related more to the operating system's file
access, rather than an OOo (OpenOffice.org) issue. Do you get this error
when you try to save to any specific directory (folder)? If you are
logged in with a restricted user account, you may not have write
permissions for the directory where you are trying to save these files
(eg. a network directory). Try creating a short test document in Windows
Notepad and save it to the same directory. If you get the same error
message, then it almost certainly a Windows user permissions issue.

Sorry I can't be of more help, but this is not a commonly reported problem.
