Currently they are anchored to the page, but when I change content or spacing on the page one or another, or both of the text frames moves and has to be repositioned.

How can I lock all 4 together to that they will always stay together and always at the same place on the page?

1. For each frame:
click in the frame to bring up its green handles. Now right click in the frame to bring up the context menu and choose Frame. Click on the Type tab. Select the size and position of the frame. Untick Autosize if it's ticked. Choose Left and Entire Page for horizontal position; choose Top and Entire Page for vertical position. Having got the size and position right, click the Options tab and tick Protect Size and Protect Position. Note that while it's obvious the frame now can't be moved it's not obvious (at least it wasn't to me) that the frame can't now be copied either.

2. Having done all the frames, group them together: select the first by clicking in it; select the others by Ctrl-clicking in each. Then do Format>Group. Strictly this is not necessary as the position of each is protected but ...

Takes longer to explain than to do. I did it just recently to create a template of 4 Filofax pages next to each other on a single page with each sub-page complete with marks (small circles) for the holes and diagonal lines bottom right to fold so that the corner is easy to tear off as a place marker. Each "page" is its own text frame with proper word wrap etc.
