They aren't truly pictures, but rather graphic elements so using
the caption option does not appear to be the right one.
As to Harold's approach, is there a way to then unprotect the
group so it can be copied and used as a footer on additional pages?

In addition to Harolds excellent answer. You could possibly eradicate
the frames if you use captions for the pictures. This may be an
alternative you have already considered and rejected. If so i apologise.
