It is indeed PP 4.0.

It can be opened in MS PowerPoint 2002 (does a conversion), or viewed
only using MS PP viewer http://support.microsoft.com/kb/126492

Or, perhaps better; convert the file to something more modern:
http://support.microsoft.com/kb/113143/EN-US/
and then use OOo 2.3.1 to open in Impress.

I suppose if one were to download & install OOo 1.0.3 (Win95 OOo), or
possibly OOo 1.1.5, you might be able to automatically open a PP 4.0
file. Haven't tried it myself though.
