I just tried opening that file in Microsoft PowerPoint Viewer 2007. It
failed with this error message:
'PowerPoint Viewer cannot open the file "PHS3_PRO.PPT" because the file
was created in a PowerPoint version that the Viewer does not support.
PowerPoint Viewer supports files created in PowerPoint 97 and later.'
It looks to me like you've got a corrupted file.
I'm not so sure of that. I still have MS Office 97 installed on my
machine, and it opened the file just fine.

It look like it is a version of PP earlier that 97. Please open it with
MS Office 97 and do a save as and change the format to Powerpoint 97 and
then try opening it with OpenOffice.
