It's not exactly clear what your problem is.
It may be that you have in Tools-Autocorrect-Options "Ignore double
spaces" checked.
If you mean that you want to double line space between paragraphs, that
is handled with Paragraph Styles. You will find a good explanation in
the Writer Guide at http://documentation.openoffice.org/
