I think you are missing the point of the setting for measurements units: this is intended just to change the displayed units, not to affect the sensitivity with which you can make edits.

Are you using the Crop button and the Crop dialogue box? If so, you are not limited just to using the "spin button" controls - which indeed change things in rather large steps. Instead, you can edit the values in the boxes by typing numbers there, to be interpreted in the units you have selected. You can even type values in other units, if you include the unit in the typing: after a pause, you will see the value you have entered converted into your default units.
