Setting up a database is a simple task, but figuring out how it ought
to be set up is not. Large companies hire people to do this, but small
outfits have to figure it out for themselves. However, if you are a
small outfit that is actually a good thing. It means more work on your
part to figure it all out, but it also means that you never need anyone
else in order to modify it to meet changing needs.

>From what you have said I can assure you that OOo Base will do all you
need and then some. However, I doubt anyone on this list will be able
to give you a step by step guide because your needs are unique, plus I
suspect you have not yet fully decided how the database should be set
up.

I would recommend that you start by reading up on how databases work -
table and query design for starters. Then use Base to create a database
to accomplish what you need. But don't enter a lot of data in it yet.
Enter just a few records for starters. Why? Because your first few
attempts at creating a database to accomplish what you need will fail.
You will have to start over several times before you learn all the
features of Base, how to use them, and generally get the hang of how
databases work. Eventually you will end up with something that will
work perfectly for your needs and be completely upgradable by yourself
whenever you need to change things.
