No. The default Title style is - as you say - a paragraph style, so it applies to individual paragraphs (which may indeed span more than one page) and not to any page which that paragraph is within. If you apply this style to a paragraph, the paragraph will have that style but the page or pages on which it appears will also have their own pages styles.
And in the title style headers and footers are not there so how can they be removed?
Headers and footers are - understandably - properties of page styles, not of paragraph styles. If you have a header or footer on a page including your paragraph which is styled as Title, these headers and footers are associated with whatever page style is applied to the containing page or pages. If you need to remove these, you will need to remove them from that page style. Right-click in the page and select Page... | Header or Page... | Footer.
