For what it's worth, this is definitely not what I see in my 2.3.1 for Windows XP. If I press Alt and then Tab, I leave OpenOffice when I release Alt without ever moving focus to the menu bar. Only if I fumble things by pressing Alt twice do I see what you describe. Now I don't suppose you are consistently fumbling this process, so there does seem to be some definite difference between your set-up and mine - which behaves as you would wish yours to, I think.
