I get ballots from an ISO technical committee in RTF format. If I open
the file with my old MS Word 2000, I get a properly formatted document,
but when I open it with OpenOffice 2.3.1, I get a garbled document. Is
this a known problem?
I have posted the RTF file at

file printed from MS Word 2000 showing what the document should look

file displaying what OpenOffice Writer shows when it opens the file,

I am using version 2.3.1 on an XP Media Center Edition with Service Pack 2.
