When you save the document make sure the box labelled "Automatic file
name extension" is ticked (checked). Otherwise Windows wn't know what to
do with the file.
Be aware that this is a public mailing list. Message to it are routinely
read by several thousand people and are copied and/or archived in myriad

What happens if you start OOo Calc, then do File-Open to your .csv file?
Will it open in Calc, or does it want to open in Writer?
Did you realise that OOo for Windows is now up to 2.3.1, with release
candidates for 2.4 available. It is my impression that handling of csv
files may be better with the more recent versions. Could be worth trying
the update.
