Hello Miriam, This is the users list of OpenOffice.org. You use NeoOffice, for which -I suppose- there is support at the NeoOffice website... Now, if NeoOffice doesn't look too different from OpenOffice.org, what you might have opened inadvertently is the Gallery with backgrounds etc. In OOo the Gallery icon is a kind of painter's case with a handle and a small house painted on its side. It's 4th from the right in the Standard toolbar (the one that starts with New, Open, Save etc.). Click on the icon and the Backgrounds bar as you call it should go away.
