If you remove MS Office then Outlook will have to use its own text editor which, if I remember correctly, is built in. You may need to tell Outlook to do this as I'm not sure if it's smart enough to figure it out for itself. OpenOffice is independent of e-mail software. If you choose the "send document as e-mail" option from within OpenOffice it will invoke whatever e-mail program is configured as the default on your system. For example, on my Win XP Pro system OpenOffice happily invokes Thunderbird, the free e-mail program I use.
