As long as the line is horizontal or vertical (i.e., parallel to the X-
or Y-axis), you can simply select the line, open the Position and Size
dialog (F4) and enter "18m" for the width or height (depending on the
orientation of the line of course).
Draw will convert the entry unit ("m") to whatever your preferred "Unit
of Measurement" is, and then do the scaling for you: the line on the
printed page will be 18 cm long.
The rulers will display distance in your measurement units, scaled
appropriately. You can adjust the ruler's origin by dragging the
"crosshairs" from the upper left corner where the rulers meet.
You can see the height and width of the currently selected object, in
scaled measurement units, in the status bar.
If you need a line at other than 0° or 90° (degrees), just set the line
length first, then rotate it to the needed angle. Just be careful not to
drag an endpoint or you'll change the length.
Setting up the grid may also help if your design uses a lot of simple
dimensions. If your grid is set to 0.5 m or 1 m intervals, and
snap-to-grid is on, you can draw "freehand" lines with exact lengths, as
long as the length is an even multiple of 0.5 or 1.0 m.
