Tools > Options > OOo Draw > View
The grid is a fixed set of snap-to positions, aligned to the rulers
(initially anyway).
Guides are adjustable snap-to objects (either horizontal or vertical
lines, or a cross-hair point). You insert them from the menu, or by
simply dragging from one of the rulers onto the drawing area, and you
can drag the guides around to place them wherever you need it.
