No, the OpenOffice spell checker can't be used with Outlook Express.
Per my understanding, there are other spell checkers available for
Outlook Express, some free and some for a price, but I haven't used any
of them so I can't provide any further direction.
An alternative is to switch to different e-mail software. Thunderbird
(which I use) is a popular, free e-mail software system. There are other
free e-mail software systems available as well.
