Please, what is the name of the downloaded file?

OpenOffice.org 3.x is *not* an available version of OOo.
Maybe 'OOo-dev 3.0.0 Beta 300m3 Build 9284' [a pre-beta snapshot]
which would be
<OOo-Dev_DEV300_m3_Win32Intel_install.exe> [139464 KB 2008-03-14]?

To download OOo 2.3.1, go to ->

For an overview of all localized OOo versions for all platforms

However, normally you'll need administrator privileges for
an installation under WinXP.
