page, I have to click in the top half to get an insertion point, then
navigate down to the desired point with arrow keys.  This is a little
tedious.

If I select the object, "Format > Wrap > In background" is checked and
is selectable (not grayed out)... if that means anything in this
context.

I tried "Format > Arrange > Send to back", but that had no effect -
attempting to click in the visible page text instead selects the graphic
object.

The imported graphic, which was part of a footer in Word, and spent most
of it's time grayed out, is instead just a big page element in OOo, and
thus subject to being constantly tripped over. What should I be doing
with these graphic elements?  They don't have changeable text components
- like a normal header or footer --  so once they are in place, I never
really have to edit them. I'd like them to just be visible, but not
accidentally selectable, sorta like a watermark, but not faded.  Or
sorta-like the way they were in Word... I could double-click the footer
or use the menu to change views if I wanted to actually touch one of
those graphic elements (which I never really did because they don't
change...), or I could stay in the main view, never invoking footers,
and thus never tripping over the graphics.

If I was starting from scratch, I'm sure I'd do things differently, but
this document is already constructed and just needs editing/updating
every few months, so I don't want to re-invent the entire wheel in OOo
if I don't need to.

What's the best approach?

By the way, I thought it was scary that I opened the document in OOo and
double-clicked the page-bottom graphic thingie and it immediately
opened.... Word 2003.  Yikes.  I don't think I like that OLE stuff
invoking Word when I'm trying to escape from Word.  Is there a setting I
should adjust so that such formerly-Word graphic elements are opened by
default with some other non-Microsoft handler?  Is there something that
I could do during the importing of the file to have those graphic
elements come into OOo as a different kind of
element/file-format/whatever??

You should be able to click on the image in the loaded .doc file and select Edit, Copy. Then go to a graphic program, such as Paint if you are using Windows. Paste it in the graphic program and then save it in a format of your choice. Then delete the image from the imported .doc file and select Format, Page. Then select Background, and choose your image. You may have to play around with the image to get it placed where you want it.
