You have already indicated the solution. Place the cursor in the header or footer, insert the logo and then position it on the left margin. OOo will repeat the header/footer on all the pages. The fact that you use the header or footer does not mean that the image has to be confined to these areas.

One extra thought: if you don't otherwise need the header or footer to appear - not to contain anything, that is - you can shrink it to almost nothing and its spacing to nothing in the page format dialogue.
