You cannot move (as far as I know) the anchor since OOo seems to be
deciding autonomously, however you do not need to worry because it
does not matter if the anchor is the header or the footer.

How do you import the layout? did you create a template? do you import
the page style?
Could you explain a bit more how you do this?

Version 2.4.0 for ubuntu is available and you should consider updating
to the new version (or wait for a week or so for the release of ubuntu
08.04 which should include OOo 2.4.0
