There is nothing unusual about the second message. I can confirm that this is what you see if you try to run instmsiw (or instmsia) directly. There is no bug and no solution is necessary. Just look for the setup.exe file and run that instead. (Or even the openofficeorg24.msi file.)
If running the setup file results in the first message (which refers to the .msi file), then you may have a corrupt .msi file. Just unpack the original download again and see if that helps. More likely - especially since you say your system is old - is that you have an old version of the Windows Installer. Go to the Microsoft web site and check that you have the most recent version for your operating system. You probably need version 3.1. Is that what you have?
