Oops.  Readme. I'm not the only person who rarely reads readmes (and I
write the darn things as part of my job...).

If it's longer than a few lines and seems to be mostly about "what's new
in this version", then:

a) If I'm a new user of the software, I don't care what the changes are
from the previous version... that I never used.

b) If I'm an updating user, I usually already know why I'm updating.

If something unexpected happens - like an expected feature improvement
doesn't work - then I'll go look at the readme to see if they mention
that they weren't able to get it working, or it broke in the final build
and they decided it could wait for the next release.  Other than that,
not too many people read readmes.    Ask my Customer Support guys who
regularly quote my user docs and my readmes to customers who are having
problems and maybe should have read my docs and my readmes (which are
never more than a couple of paragraphs).
