The current version is 2.4, so that tutorial page is a bit stale. There are a couple of causes for your problem. One is an incomplete or corrupt download. You can verify this with the md5sums, as described here: http://download.openoffice.org/2.4.0/md5sums.html

Also, on Windows, a common cause is some anti-virus software interfering with the download. There was a problem with the installer, which had a fix from Microsoft, on XP, but I haven't heard of this also occurring on Vista.
