  Just to let you know i have been able to download version 2.4 now. 
   
  I used the same link as i had used the first time but it worked the second 
time so i'm not sure what the problem was the first time.

The current version is 2.4, so that tutorial page is a bit stale. There 
are a couple of causes for your problem. One is an incomplete or 
corrupt download. You can verify this with the md5sums, as described 
here: http://download.openoffice.org/2.4.0/md5sums.html

Also, on Windows, a common cause is some anti-virus software interfering 
with the download. There was a problem with the installer, which had a 
fix from Microsoft, on XP, but I haven't heard of this also occurring on 
Vista.
