As Russel said (and is explained in the link) you need a spell check
dictionary of that language. For example English US should be available
by default.

And the second screen shot you posted shows only the existence of a
"user-defined" dictionary. Those are for 'customizing' the already
existing spell check dictionary for that language to a small extend.
You can not use them on their own. They get checked as well when you
already have a working dictionary for that language...
