It is not a bug. The page style is a global property of the document. WHen you apply a different page style to page X OOo replaces the current page style with the one you selected. So if page 1, 2 3 are using the default style, when you click on Landscape *irrespective of the page you are on* OOo starts from page 1 and replaces the default style with the landscape style honouring then the "next style" field. This is why you need to have page breaks. This is why in MSO when you change page orientation you actually create a new section (knowingly or not). The right way to change orientation is (as I wrote before) to use page styles and manual breaks. You can avoid a manual break when it is appropriate to use the Next style field (e.g. first page - left page; right page - left page combinations).
