Replies to this query seem to have addressed creating desktop shortcuts to OpenOffice components. If the enquirer instead really wants a toolbar, it is perhaps worth mentioning how you can get that - in Windows, at least. I think this facility was introduced in XP; I assume it is retained in Vista (but I don't know). Microsoft Office used to create its own toolbar, but - interestingly - this action was removed in Office 2003 - presumably because the facility was by then in Windows anyway.

You can create a toolbar in Windows from any folder - just by dragging it to the edge of the desktop. So if you copy the OpenOffice folder from the All Programs menu to the desktop and then drag that to the edge, it will spring into life as a toolbar. In fact, if you are deft, you can do both processes in one Ctrl+drag. (You can also do this by right-clicking the taskbar and going to Toolbars > | New Toolbar..., but that requires understanding of where the original menu entries are stored - which users may not easily have.)

You can right-click the new toolbar to adjust its properties: you will probably need to rename the icons and may wish to change their size or to set the toolbar to auto-hide. Once it has been created - and if preferred - the toolbar can be dragged off the edge to become a floating window.
