I wouldn't describe brochure printing this way; rather that the first sheet would be 16 & 1 and 2 & 15, then 14 & 3 and 4 & 13, and so on.

... that sheets, once folded, are laid side by side - first sheet pages 1-2 & 3-4, second sheet 5-6 & 7-8, etc.? This would be bound like a Japanese hand bound book with string rather than the more common gutter staple.

If you really want 1 & 2 on the first side, then 3 & 4 on the second, then you can do that easily using landscape page format and two columns per page. But I imagine (I know nothing of Japanese books) that you need 4 & 1 and 2 & 3 on the first sheet, then 8 & 5 and 6 & 7 on the next, and so on. If so, you can obtain this by creating your document using the standard brochure technique, but then by printing each sheet separately. In the Print dialogue, if you choose "1-4", then "5-8", and so on for Pages - separately, that is - you will get what you need. I don't see any way to print all the sheets at once. (Unfortunately, Writer seems too clever to be fooled by anything like "1-4,5-8" - which it treats the same as "1-8"!)
