First, I will say that I’ve used OpenOffice.org on a number of machines over the years and never seen this problem. And judging from the responses you are getting, others have not encountered this problem.
That you have encountered it again and again suggest that you might be doing something unusual, that is, something that ought to work and seems to work but causes the problem, but just isn’t the way that most of us do whatever it is.
So this suggestion is only a work-around (if it even works). What happens if you now create a file with the same name as the file that OpenOffice.org is attempting to recover?
Another suggestion. Go into Tools -> Options... -> OpenOffice.org -> Paths and jot down the name of your Backups directory. Then rename it to something like Backups-old and create a new, empty Backups directory.
