I had tried this as a workaround in the past. What happens is it says
the recovery succeeds, yet continues to prompt for recovery anyway
every time OO is started, even though the recovery "succeeded". Once
it got into this cycle it seems to get stuck, and the presence/absence
of the file only affects whether it says "recovery failed" or
"document recovered" every time the dialog shows.

I don't know, removing the recovery.xcu data file seems to have stopped it.
