Shoudn't that be ISCII?

Regardless, my suggestion would be to write code that will recognize
and convert 8-Bit Unicode, 16 Bit Unicode, and 8 Bit ISCII glyphs to
either UTF-16 or UTF-32.

Yes.

Do remember that you have to adhere to the terms of the license that
OOo is distributed under, when you distribute your modified program.
That includes licensing your program under the same license.
