Huh??? How can the existence of an emulator [or is it a simulator? Please, let's not go there] for Windows prove that Windows is less well equipped to provide solutions? It's the very fact that Windows has a solution and Linux doesn't in sooooo many cases that makes an emulator necessary. It's clearly cheaper to write an emulator than to re-write all the software that exists on Windows but doesn't on Linux. But ultimately, by relying on WINE you end up with Linux being dependent on Microsoft for solutions. Is that what you want?

The thing that really might help Linux's cause is new machines like the Asus Eee PC and the Elonex ONE (and several others) that are miniature laptops with Linux and some mass market applications pre-installed.
