I think the problem is that - whilst you can indeed create a separate document of type "Formula" - the documentation treats Math as something that you would probably use by inserting a formula into a text (Writer) document. So it deals with Math within Writer. Go to http://documentation.openoffice.org/manuals/oooauthors2/ and see chapter 16 of the Writer Guide.
