They have leading zeros that are significant, I'd classify that as text. Also the only reason that the separators are not present is a size constraint in the source database, another indicator that they aren't numbers. CSVs aren't strongly typed, anyway, the only reason you need quotes around a value is if it contains a comma. "1,000" could be a number in a CSV file.
