The short, but incorrect answer is "no".
The long, but equally incorrect answer is "yes".

OneNote is merely a database application.  As such, one could use the
built in database component, Base.  However, doing so requires one to
construct both the database, and some macros for retrieving data, or
adding data to it.

I was going to suggest using Roberto Benietize' _Database Programming
using OpenOffice.org Base & Basic_ but I cant' find it at lulu.com.
