Maybe the names are different (I have Dutch version) Main menu -> second item to the right of Format (Tools) in droplist -> one before last (Options) this opens a page with all the general settings of OpenOffice.org among them (4th) OpenOffice.org Writer (click te open) second option is Lay-out Otherwise, can you state more clearly what you want to get rid of?
