The current version of OOo won't read PDF files. Version 3 is supposed to be able to. You'd have to download the beta version to try it out. An alternative would be to use Foxit Reader. It has the facility to add notes and text to a pdf. You can't change the existing text, but it works for redlining and markup. The free version is supposed to be for evaluation only and will add a banner to all modified pages.
