I had never heard of OneNote 2007 but I did a google and it seems to be
a Microsoft product which means:
Out of curiosity I checked for it at:

What system are you using? I'm on Win XP Pro/SP2 using Firefox 2.0.0.16. I
do not have any version of MS Office installed but I do have Active X and
cookies enabled on a "warn me" basis and a tightly contolled "white list".
I got straight to the site you mentioned.

I have Debian Lenny GNU/Linux with nary a Microsoft product in sight, and not a sniff of ActiveX. And I use Konqueror as my default web-browser. Moreover, I refused all cookies from this site. I had no problems at all either with connecting to the site mentioned or with clicking through to OneNote.

I just went there on a regular Ubuntu 8.04 with Firefox 8.04. No issues viewing the site or clicking through to OneNote. Must say I don't often go to their site though... Have no need to.
