There are a number of ways to do this. Here is one:
o Go to Insert | Header... to create a header.
o With the cursor in the header, go to Insert | Frame... | Type.
o Select Anchor To Paragraph, Center to Paragraph area for
Horizontal Position, and Center to Page text area for Vertical Position.
o On the Wrap tab, select Through and "In background".
o On the Borders tab, select None.
o Press OK.
o Type "Draft" in the frame, select it, and choose suitable font,
size, and colour (Light gray?).
Note that putting the watermark in a header ensures that it appears
on every page with that page style, but the watermark can
nevertheless appear anywhere on the page - including centrally, as
here. If you don't otherwise need the header, you can effectively
hide it by reducing its size and its spacing from the text.
