Yes I already install RPM on the VE :

# rpm -q rpm
rpm-4.3.3-18_nonptl

other thing when i try to extract rkhunter tarball i got this message:

tar: rkhunter-1.2.9/files/tools: Cannot change ownership to uid 3878, gid 502: 
Disk quota exceeded
tar: rkhunter-1.2.9/files: Cannot change ownership to uid 3878, gid 502: Disk 
quota exceeded
tar: rkhunter-1.2.9/installer.sh: Cannot change ownership to uid 3878, gid 502:

tar: rkhunter-1.2.9: Cannot change ownership to uid 3878, gid 502: Disk quota 
exceeded
tar: Error exit delayed from previous errors

that
error message happens when i try to extract the file using root
account, when i try to extract it using normal user account it
extracted successfully.

Did you install rpm in VE?
