The OpenVZ project doesn't release "testing" packages of vzctl and vzquota... it considers each new release "stable". Debian however puts new package builds into their "testing" repo just because that's where new package builds go first... or at least that is my understanding. Historically the any vz tools packages in Debian stable have been ancient. Perhaps you and other Debian users can expedite the length of time it takes to get out of testing by getting involved in whatever process Debian has in place to move things from testing to stable. For example, to get something moved out of Fedora's testing repos, a package just needs 3 positive karma votes from users of the package. I wonder how Debian does it??!
