Have you configured the ovn controller to connect to the OVN north? You can do it using "vdsm-tool ovn-config" or using the OVN tools directly. Please check out: https://www.ovirt.org/blog/2016/11/ovirt-provider-ovn/ for details. Also please note that the OVN provider is completely different from the neutron-openvswitch plugin. Please don't mix the two.
