Re-ran the timezone fix (/usr/share/ovirt-engine/dbscripts/engine-psql.sh
-c "update vm_static SET time_zone='Etc/GMT' where
vm_name='HostedEngine';") to be sure, then did a "hosted-engine
--vm-shutdown" and a "hosted-engine --vm-start" and it finally let me
update the cluster level.
