there is no package like selinux-policy-base, just selinux-policy and requested version is in CentOS Stream BaseOS repository.
As I have migrated from CentOS8 to Rocky Linux 8 on hosted engine vm earlier I just added this new repo just for selinux-policy* packages as workaround
nano /etc/yum.repos.d/CentOS-Stream-Base.repo [cs8-base] name=CentOS Stream $releasever - Base baseurl=http://mirror.centos.org/centos/8-stream/BaseOS/x86_64/os gpgcheck=1 enabled=1 gpgkey=https://www.centos.org/keys/RPM-GPG-KEY-CentOS-Official includepkgs= selinux-policy* Then I was able upgrade to 4.5.5 (4.5.6-0.master) without problems.I'm a little concerned about mixture of packages from Rocky Linux and CentOS Stream but it looks like everything is working.
