Bug: the offset is not set in the PDDocumentInformation's create time for pdfbox 1.5

Hello,

I found the create time I got from PDDocumentInformation has offset to be
set as 0 in pdfbox 1.5. Before it was set correctly in 7.0.3. When I use
getDocumentInformation().getCreationDate().getTime().toString() to display a
creation time, it didn't shows correctly. Or at least it didn't shows as
Acorobat Reader shows. Is it a bug?
