Thank you, Tres! This pushes me even further in a direction of thinking the issue must be a low level Java issue. I know for sure the printer I tested on is PCL. If you've had problems with PCL drivers and Java, that is good to know.
I'm going to just switch to rasterizing for the sites that have this specific issue. I don't even know how to describe the issue well enough to open an issue with OpenJDK...
